3. Bugs in Alpha Release.

a. When DB is down a javascript error that says "Svgroot is undefined" 
   when one clicks on the MAP, Table, MAp/Table toggle.
b. There is a default title that should show when user does not?input 
   a title. This does not happen when user does not input a title.
c. When DB is down and user manages to get to the add more topics page 
   a null pointer exception occurs.
d. There are a few very long topic string in database, it messes the UI
   when displaying.
e. When retrieving data for "educ" topic in PUMA 1990 table, the data 
   does not reflects the variable user selected correctly.
f. We should return percent of number instead of number from database
   to servlet.
